Why are emergency messages popping up in my inbox?

When I completed the setup wizard process after purchasing my new Galaxy device, emergency messages popped up in my inbox. Why is this? Is my mobile device a used phone?

Wireless emergency alerts, including amber or extreme alerts are sent by authorized (local) governments regardless of mobile carrier activation. It means that your mobile device may receive these text messages even though a mobile carrier SIM card has not been inserted into the device.
All Samsung smartphones undergo rigorous internal inspection tests, and are always being controlled under Samsung’s high level of quality standards. Wireless emergency or extreme alert message may be received when switching on your device for the first time, and it is a normal phenomenon based on a country's emergency system.
Therefore, please use your device with peace of mind if the seal on the product package box was not damaged before you unpacked its contents.
