Can the Samsung TV which does not support 3D TV be upgraded do so?

No it cannot!
Only the new 3D capable TV's have the decoding hardware and built in Blu-ray module needed for communication between the unit itself and the 3D glasses.
Also 3D refreshing rate requires different type of the LED panel.
